City Council to consider online payment option

The city of Webster City may soon offer its utility customers the convenience of paying bills using credit or debit cards or e-checks. City Council members will discuss the option Monday night during their first regular meeting of August.

City Manager Ed Sadler said in a memo to the council that the option would undoubtedly give customers another convenient payment method and the existing technology will work with the city’s financial software. The only potential issue is who would pay the card fees. Sadler said the fees for processing cards can range from about 1.1 percent to just under 4 percent but making payments available online would likely increase the percentage.

Currently, the city accepts credit and debit cards made in person at the utility office. Those payments amount to less than one percent of total payments.

Sadler said the city staff had recently talked with one vendor and if others are available, the city could bid out the project if the council decided to move ahead.

The council will hold a public hearing at 7:15 p.m. on the proposed development agreement with Webster City Federal Savings Bank. Included in that agreement is the annual appropriation tax increment payments in an amount not to exceed $500,000.

Also, Monday night, the council will hear the second reading of a proposed ordinance providing for the division of taxes levied on taxable property in the 2013 Fairmeadow Urban Renewal Area. Additionally, a resolution authorizing and approving an urban renewal joint agreement with Hamilton County for the Van Diest Supply Company urban renewal plan is on the agenda.

The council will also review a request from Chad Halbach, pastor of the Church of Christ to close Des Moines Street between Division and Bank Streets to hold a Back to School event in front of the Bridge, 905 Des Moines St. The event will run from 6 to 9 p.m. on Aug. 23.

The council meeting is at 7 p.m. at city hall.
